Provincial Health Contact Centre (PHCC)

Misericordia Health Centre operates the Provincial Health Contact Centre, an internationally-recognized contact centre that technologically supports health and social services delivery in Manitoba in cooperation with Manitoba Health and the Winnipeg Health Region.



Health Links – Info Santé is a province-wide service that offers triage services, health information and referral, and nurse advice to callers 24 hours per day, 7 days per week in over 100 languages. Services include the following:

  • Symptom assessment and triage;
  • Referral to the most appropriate level of care;
  • General health information; and
  • Assistance finding health resources in local communities.

Other clinical calling programs include the Breastfeeding hotline (204-788-8667) and various public health services such as the annual Influenza and West Nile Virus programs.

TeleCARE Manitoba is a telephone-based program that helps Manitobans with heart failure or Type 2 diabetes manage their condition. At TeleCARE Manitoba, nurses specialized in chronic disease self-management contact patients by phone based on an individualized call monitoring schedule. During these phone calls, the nurse will assess the person’s health, monitor any symptoms or problems, and provide education and tools to help patients to better manage their own health. The team of health care professionals at TeleCARE Manitoba also works with the primary care provider to address any health concerns. For people without a telephone, this service can be provided by videoconference through their local MBTelehealth site.


Heart Failure:

  • Adults, 18 years of age or older, who reside within the province of Manitoba
  • Participants must have a health-care provider willing to collaborate in management of care
  • NYHA Class I – IV

Functionally able to participate in telephone or videoconference-based (via MBTelehealth) health-care delivery.


  • Adults, 18 years of age or older, who reside in the province of Manitoba
  • Diagnosed with Type 2 diabetes with an A1C of < 9% and taking two or fewer oral agents (not on insulin) OR
  • Identified as having pre-diabetes OR one or more of the following risk factors: strong family history of diabetes, history of gestational diabetes or diabetes in pregnancy
  • Not currently pregnant at the time of enrollment
  • Not currently accessing other diabetes resources
  • Ongoing diabetes care is provided by a health-care provider who is willing to collaborate in shared-care management

Functionally able to participate in telephone or videoconferencing-based (via MBTelehealth) health-care delivery.

Patients can be referred by a health care professional or self-refer. Completed referral forms can be faxed to the TeleCARE/ TéléSOINS program at 204-779-5645.

Health Links

Dial-a-Dietitian connects callers to a registered dietitian, a licensed health professional who has studied the science of nutrition. Registered dietitians put the science of nutrition into everyday practical advice. Nutrition information is provided verbally and written resources can be mailed directly to the caller. Voice messaging is available.

This health promotion program is here to answer questions and provide advice on food and nutrition to help Manitobans and their families live well and stay healthy.


The PHCC operates various non-clinical calling programs in support of Home Care, Family Services and Housing, Employment and Income Assistance and other agencies requiring the PHCC’s expertise. These calls, often after-hours, include people seeking everything from food to transportation.

By the numbers

  • The PHCC operates almost 30 inbound and outbound calling programs
  • The centre received over 612,900 calls last year
  • More than 172,600 calls were made to Health Links-Info Santé program, which operates 24 hours a day, seven days a week, 365 days a year
  • About 80 full- and part-time registered nurses answer calls at Health Links-Info Santé, which has access to interpreters for 110 different languages
  • Almost 422,300 calls came in to the After-Hours Central Intake program last year
  • 473 clients enrolled in TeleCARE-TéléSOINS program to learn self management of either heart failure or Type 2 diabetes
  Triple P Parenting Logo

The Manitoba Parent Line (formerly known as the Triple P Parent Line) connects callers to trained parent counsellors who provide confidential assistance, information & support for child development issues and many common parenting concerns (tantrums, bedtime problems etc.). The parent counsellors also provide Triple P (Positive Parenting Program) consultation which is based on a set of easy, proven solutions and strategies to manage parenting challenges in a positive way.

Callers connecting to this Line can also get direction and referrals to community agencies that offer both Triple P programs and other related parenting services and supports in communities throughout Manitoba. In addition, parents can participate in a Self-directed Triple P program which involves parents going through a workbook primarily on their own with support of a Triple P counsellor if needed.
